[epo-core] Membership costs

Hey all.

It has been a few weeks since I posted the rules to the board with my 
notion of what the membership fee will be.

I think that unless someone shouts "stop" we should go ahead and publish 
the rules to the site and open up membership. Which means that each of 
us will have to stump up £100 for our membership. I think that a list of 
members should appear on the site as well, but just with a screen/user 
name and no other details to prevent spamming/data mining.

Thoughts?
