[epo-core] Membership costs

Okay, well a couple of days without dissenters is as much as a go-ahead 
as I need :)

Expect an invoice for membership soon. For those on the list who are not 
on the board, i think we need to discover what level of membership you want?

Will construct web pages asap for membership rules and a contact button 
and will start wortk on a form. Please post thoughts.
