[epo-core] LPW talk, extended core, grants, getting off our arses

Yes, I'm still drafting the talk (sorry, mdk :))....

In general, the talk outline is about half rant on where Perl is (see  
previous emails from me and others on that score) and about half 'what  
are we proposing to do about it'.

To this end, I would really like to be able to make some positive  
announcements of things EPO are actively doing, and quite frankly, I  
think it's time we did, too :)

I propose the following:

1) We announce the formation of (and actively get off our butts and  
form) a working group dedicated to working on the EP Extended Core,  
Task::Kensho, the P5EE, whatever the frod we decide to call it.  
(Personally, I'd go for the "Enlightened Perl Extended Core" as a  
working name.) Its brief would be the following
    a) to identify the areas of functionality an extended core needs  
to cover
    b) to draw up a set of recommended extended core modules which  
cover the tasks required for
modern enterprise use of Perl
    c) to agree on a set of minimal standards for release process,  
documentation and (where possible) API for those modules
    d) to liaise with the authors of those modules regarding their  
inclusion in the extended core
    e) to identify places where those modules fall short of the core  
standards, and then
        i) to advise the EP funding working group on possible fundable  
projects to rectify these
        ii) to define projects for GSoC 09 to rectify these
    d) to liaise with major Linux/Windows etc distributions (RH,  
Debian, Ubuntu, ActiveState, Strawberry Perl) to get the extended core  
packaged in an appropriate manner
    g) to coordinate releases of the extended core
    h) (perhaps) to find a better name for the extended core

As for people to be IN said working group. I'd suggest Chris Prather  
and me for an obvious two, and perhaps Adam Kennedy if he's willing?  
as well as a couple more folks?

2) We announce if possible at LEAST one funded project. I believe we  
currently have two? requests in, an d about £1100 in the bank? I dunno  
if this is enough. If we can't do this, we at least announce we've  
formed a grants working group (volunteers, please!) and that we have  
projects under review

3) We ask for more money :) Suggestions as to how we do this welcome.

All of these need to get announced everywhere we can on LPW day  
(including Perl Buzz, use Perl, etc...)
