[epo-core] Send-a-Newbie program

Hi Rosellyn, (and others)
Firstly, I ahve included the epo-core in this so that they are aware of
our conversations, if you use reply-to-all they can be kept in the loop.
Okay I have had some thoughts on the SAN project and here is what I
think are our next steps forward:
1. Build a website for the project, I think the sub-domain
send-a-newbie.enlightenedperl.org will work, I will help build it and
you need to help supply text/functionality. We will need to have a home
page - donations link (Paypal) - a donations list (people who have
donated) - a finances page (transparency) - a list of rules for entry.
2. Open a Paypal account in the EPO's name for the program, I will
manage this with you but we must ensure that all the funds are reflected
on the SAN site to show transparency.
3. Grab details of last year's from Edmund (email already sent)
4. Get the word out (your shout-out out at LPW was the start, I will do
the same at Perl Oasis)
What else do we add to this list?

p.s. AFAIC you are in charge of this and equally responsible for making
it work with me and the board ;) I will add as much help as I can and I
am sure the rest of the board will help/advise/complain as appropriate.
All decisions that affect functionality/rules will have to be cleared
through the board/membership (but you already knew this :) ).
