[MojoMojo] Double encoding of UTF-8 in URL?

Hello!

Attempt to make a subpage of Cyrillic-named page resulted in double-encoded
UTF-8 string in URL. I recall that some time ago similar topic was discussed
on Catalyst mailing list, but could not find exact information.

Maybe someone else has run into that problem and/or solved it?
