[Number-phone] Number::Phone 3.4001 released

Number::Phone version 3.4001 is on its way to the CPAN.

The only changes are some new data, including UK "protected" number 
ranges. I've explicitly declared a few extra dependencies to help it 
build on broken versions of Centos.

Sorry for the delay in this release. The next quarterly release is 
scheduled for the beginning of September.
