[Number-phone] Number::Phone 3.5001 released

Number::Phone 3.5001 is on its way to the CPAN.

There aren't many changes in this release:

* some new US area codes;
* cleaned up Unicode in some US operators' names;
* doco update to clarify that it doesn't deal with incomplete numbers;
* international dialling data for Antarctic research stations (!)
* and the usual data updates
