[Number-phone] Number::Phone backward compatibility: multilingual area names

An issue has been raised on Github asking for support for native
language versions of area names:
  https://github.com/DrHyde/perl-modules-Number-Phone/issues/93

This brings up a backward compatibility issue. Would anyone care
terribly if it suddenly started paying attention to the various locale
environment variables and saying "MÃŒnchen" instead of "Munich" if you've
told the computer that you speak German?
