[Number-phone] Number::Phone 3.8000 released

Yesterday I wrote ...

> After a slight delay Number::Phone 3.8000 is on its way to the CPAN.

And today I failed to install it on a very old machine, as the
distribution file was written with a modern version of tar, which the Ye
Olde Machinee's ancient GNU tar couldn't cope with.

If you get errors from the tests like this:

  Couldn't find a UK data file amongst ...

then follow the instructions here:

  https://www.gnu.org/software/tar/manual/html_node/Sparse-Recovery.html#Sparse-Recovery

until I can release an updated version.
