[Number-phone] Number::Phone 3.8003 released

I have just uploaded version 3.8003 of Number::Phone to the CPAN. The 
changes from the previous version are tiny:

* some new Canadian area codes are recognised;
* +882 34 is recognised is being in Antarctica (the service is operated
   by Global Networks Switzerland)

and that's it.
