[Number-phone] Number::Phone 3.8004 released

I have just uploaded Number::Phone 3.8004 to the CPAN. The changes from 
the previous release are:

* bugfix in tests so they still work if you've got Number::Phone::JP
   installed;
* new OFCOM allocations

The latter is because OFCOM have changed where they are putting updated 
data on their website. The old data has been left in place, unchanged, 
while updates are now elsewhere. I've updated the build script to use 
the new URLs, and also to whine at me if they appear to change again.

OFCOM also seem to have just stopped publishing their list of area codes 
in a machine-readable format, instead the best I can find is several 
tables of data in a PDF:

So for now I'm falling back to the data from Google's libphonenumber. If 
anyone can point me at where OFCOM have hidden the old sabc.txt file do 
please let me know!
