[Perl-org-patches] Let's start with content tweaks

A redesign or rework isn't the first stage - I don't see a problem with
cleaning up the HTML but the object of this list is to get patches that are
no-brainers to go upstream, and get them upstream.

So content tweaks, maybe a bit of HTML cleanup - "OH HAI THANKS FOR TAKING
PATCHES HERE'S ONE THAT CHANGES EVERYTHING" really isn't going to fly.
