[Xml-compile] XML::Compile::SOAP12 2.00

Hi again,

One of the big changes from the XML::Compile::SOAP 0.78 to 2.00 version
number jump, is that all the SOAP 1.2 hooks got removed.

SOAP 1.1 (which is used by nearly everyone) is implemented, SOAP 1.2
(which is much better defined, a real standard hardly used) is "under
development" for XML::Compile suite.

I have done some initial preparations for an implementation, and release
it as "place-holder".  Looking for a sponsor to make me complete
this task.  (I expect about two weeks work, mainly translating the
specification into regression tests)

   version 2.00: Thu Feb 12 10:27:06 CET 2009

        - split-off from XML::Compile::SOAP.
          Unusable!
