[Catalyst] Installing Catalyst in a hosting enviroment

That's exactly what I'm doing in a "dedicated hosting" environment (Pair 
Networks). Everything is installed without root privs. However, I have 
what is needed: the ability to restart the Apache server (I'm using 
FastCGI).
