[Catalyst] apache config question

Feeling a little dense this morning...I've hit the apache docs and the cat 
wiki but I struck out.

In my apache config I say 
<Location /dev>
  etcetera
</Location>

when I access http://mumble/dev/, my root controller fires. but if I 
access http://mumble/dev, 
I get an unknown resource"dev"  error (complete with error screen) from 
Catalyst.

I tried Alias /dev /dev/ to no avail.

What is the magic config to make /dev equivalent to /dev/?
