[Catalyst] task::Catalyst doesn't copy catalyst.pl to local/script for non-root install.

This would be a Module::Install problem

Catalyst 5.66 comes with Module::Install 0.55 - the latest is 0.61
Maybe whoever makes the catalyst tarball needs to upgrade their
Module::Install ;)

(I can't see anything in M::I's changelog though that mentions this)
