[Dbix-class] VOTE: Removing bootstrap phase

Voting on PROPOSAL: Removing bootstrap phase[1], seconded by Kaitlyn
Parkhurst[2].

As per GOVERNANCE, there are 72 hours to vote on this proposal, from when
the proposal was first posted. This means that voting closes on:

Tuesday 16th January, 2018, at 16:00 GMT (Rounded up from original proposal
posting according to the server).

As only LMs, and no VMs proposed or seconded this PROPOSAL, there are no
restrictions on voting for any VMs. Thereby I can cast a vote:
