We make quite a bit of use of the Apache handler phases, for authN,
authZ etc, stashing information in pnotes, and so on.

Therefore code running in mod_perl2 can take advantage of this, and
we actually have more code reuse between tools as a result, I think.

I just see it as some kind of framework in which to work, with
useful features. It's not a major part of my work, though, so I'm no
expert.
